Congress has already passed key provisions to strengthen the farm safety net, crop insurance and trade promotion programs. But, due to reconciliation rules, additional critical Farm Bill elements remain outstanding. These programs are essential for producers to thrive, and for rural communities to remain strong.

That’s why Farm Credit urges Congress to pass Farm Bill 2.0: a comprehensive, forward-looking bill that ensures certainty for the next five years.

Farm Credit Legislative Priorities

Strong Farm Bill programs play a critical role in the viability of America’s rural families, farms and communities.

We support these bipartisan provisions to enhance Farm Credit’s ability to better serve rural communities and agriculture:

Producer and Agricultural Credit Enhancement (PACE) Act

This bipartisan legislation would modernize Farm Service Agency (FSA) loan programs, including increased loan limits that reflect the current costs of production agriculture.

Investing in Rural America Act

This legislation would boost development of vital community facilities by clarifying Farm Credit institutions’ authority to invest in rural community facilities projects and encourage financing partnerships on these projects with community banks.

Fishing Industry Credit Enhancement Act

This legislation updates Farm Credit’s lending authority to allow financing of fishing-related businesses in the same way Farm Credit finances farm-related businesses.

Farm Credit Administration Independent Authority Act

This bill reaffirms the FCA as Farm Credit’s sole and independent regulator and directs FCA to promulgate their own data collection rule that aligns with FCA’s definition of small farmers and complements information FCA already requires Farm Credit institutions to report
